Authorized Dealer Code

Authorized Dealer (AD) Code Overview

An Authorized Dealer (AD) Code is a unique 14-digit numeric identifier issued by a bank that is authorized to deal in foreign exchange.

While the code is provided by your banking institution, it must be mandatorily registered with the Customs Department via the ICEGATE (Indian Customs Electronic Gateway) portal. This electronic registration links your bank account directly to your Import-Export Code (IEC). The AD Code serves as the ultimate financial tracking tool for the Reserve Bank of India (RBI) and Customs, ensuring that all cross-border commercial shipments and foreign currency remittances are legal, transparent, and accurately recorded.

Who Needs This? (Mandatory Applicability)

If you are involved in cross-border trade, an AD Code is a non-negotiable legal requirement. It is strictly mandatory for:

  • Commercial Exporters: Required to generate a “Shipping Bill” on the EDI system to clear goods out of the country.

  • Commercial Importers: Required to generate a “Bill of Entry” and facilitate legal foreign remittances to overseas suppliers.

  • E-Commerce Exporters: Sellers exporting commercial quantities via platforms like Amazon Global Selling or eBay.

  • Export Beneficiaries: Any business wanting to claim government export subsidies, duty drawbacks, or IGST refunds directly into their bank account.

Types or Classifications

While the AD Code itself is a singular numeric standard, the registration process involves two distinct compliance phases:

  • Bank-Level Issuance: Securing the AD Code Authorization Letter from the branch manager of the bank where you maintain your business Current Account.

  • Port-Level Registration (ICEGATE): Registering the issued AD Code electronically on the ICEGATE portal. Exporters must ensure their AD Code is mapped to the specific customs ports (Airports, Seaports, or Inland Container Depots – ICDs) from which their shipments will depart.

Validity & Renewal

  • Lifetime Validity: Once an AD Code is successfully registered on ICEGATE for a specific bank account, it comes with perpetual (lifetime) validity.

  • No Annual Renewal: You do not need to renew your AD Code registration every year.

  • Update Requirements: The only time you will need to undergo this process again is if you change your primary business bank account or shift your operations to a different bank, requiring a new AD Code to be registered and mapped.

Penalties for Non-Compliance

Attempting to export or import goods without a registered AD Code will instantly paralyze your supply chain:

  • Blocked Customs Clearance: Without an AD Code, the ICEGATE system will not allow you to generate a Shipping Bill. Your goods will be permanently halted at the port.

  • Massive Demurrage Fees: Shipments stuck at customs due to missing AD Codes incur heavy daily storage and demurrage penalties from the port authorities.

  • Loss of Export Incentives: Without this code, you completely forfeit lucrative government subsidies like RoDTEP, Duty Drawback, and automatic IGST refunds, directly impacting your profit margins.

  • Blocked Foreign Remittances: Your bank will refuse to process incoming or outgoing international commercial payments, bringing your trade to a standstill.

Required Documents Checklist

To ensure a smooth approval from Customs, precision in documentation is vital. Please keep the following ready:

  • AD Code Authorization Letter: The original letter issued on the Bank’s official letterhead (must strictly follow the DGFT prescribed format and be stamped/signed by the Bank Manager).

  • IEC Certificate: A valid Import Export Code Certificate issued by DGFT.

  • Class 3 Digital Signature Certificate (DSC): Mandatory for digitally signing and filing the application on the ICEGATE portal.

  • Business Proof: GST Registration Certificate and the Company PAN Card.

  • Bank Proof: A cancelled cheque from the company’s current account matching the AD Code details.

  • Identity Proof: PAN Card and Aadhaar Card of the authorized director, partner, or proprietor.

With Your Legal Chamber, the ICEGATE registration process is fast and transparent:

Frequently Asked Questions (FAQs)

Q. Can I export my goods while the AD Code application is pending?
A.
No. You cannot generate a Shipping Bill on the customs portal until the AD Code status shows as “Approved” on ICEGATE. Attempting to ship goods before approval will result in your cargo being held at the port.

Q. Do I need to register the AD Code at every port in India?
A.
If you plan to export goods from multiple distinct customs ports (e.g., Nhava Sheva Seaport and Mumbai Air Cargo), you must ensure your AD Code is registered and mapped to each of those specific port codes on ICEGATE.

Q. What if my bank letter gets rejected by Customs?
A.
Customs highly scrutinizes the Bank Authorization Letter. Rejections usually occur if the letter is not on the official bank letterhead, deviates from the prescribed DGFT format, or lacks the bank manager’s official seal and signature. We audit your letter before submission to prevent this.

Q. Can I have multiple AD Codes?
A.
Yes. If your business operates multiple current bank accounts (even with different banks), you can obtain separate AD Codes for each and register them all against your single IEC on ICEGATE.

Q. Is a Digital Signature (DSC) absolutely necessary?
A.
Yes. ICEGATE mandates a Class 3 Digital Signature Certificate (DSC) mapped to the authorized signatory of the organization for all portal registrations and document uploads. If you do not have one, Your Legal Chamber can issue it for you.

Q. I only import goods. Do I still need this registration?
A.
Yes. Importers require an AD Code to generate a Bill of Entry for customs clearance and to legally remit payments to foreign suppliers through authorized banking channels.
