The Mukhyamantri Pragatisheel Pashupalak Protsahan Yojana is a highly targeted incentive scheme launched by the Government of Uttar Pradesh under the Nand Baba Milk Mission.
Unlike standard loan schemes used to purchase cattle, this is a performance-based incentive scheme. Its primary objective is to preserve, protect, and promote the rearing of superior indigenous (Swadeshi) cow breeds such as Gir, Sahiwal, Haryana, Gangatiri, and Tharparkar. By directly offering cash rewards to farmers whose indigenous cows achieve high milk productivity, the government aims to motivate cattle rearers to improve livestock nutrition, health care, and breeding practices, ultimately raising the per capita milk availability in the state to national levels.
This scheme provides a direct cash reward transferred via Direct Benefit Transfer (DBT) to the farmer’s bank account. The exact incentive depends on the cow’s breed and its verified daily milk yield:
Maximum Cap: A beneficiary can claim the incentive for a maximum of 2 cows in their lifetime. (The incentive is also given only once in the lifetime of a specific cow).
High-Yield Indigenous Breeds (Sahiwal, Gir, Tharparkar):
For yielding 8 to 12 kg of milk per day: ₹10,000 per cow.
For yielding more than 12 kg of milk per day: ₹15,000 per cow.
Haryana Breed:
For yielding 6 to 10 kg of milk per day: ₹10,000 per cow.
For yielding more than 10 kg of milk per day: ₹15,000 per cow.
Gangatiri Breed:
For yielding 6 to 8 kg of milk per day: ₹10,000 per cow.
For yielding more than 8 kg of milk per day: ₹15,000 per cow.
Bonus: Along with the financial reward, the UP State Government provides a prestigious Appreciation Certificate recognizing you as a progressive cattle farmer!
To claim this direct state-backed financial reward, farmers must meet the following strict conditions:
Residency: The applicant must be a permanent resident (domicile) of Uttar Pradesh.
Age Limit: Must be at least 18 years old.
Eligible Breeds: Only pure indigenous cow breeds are eligible (Gir, Sahiwal, Haryana, Gangatiri, and Tharparkar). Crossbreeds or foreign breeds like Jersey and Holstein Friesian (HF) are strictly excluded.
Target Audience: The scheme is entirely for individual cattle farmers. Groups, firms, or organizations cannot apply.
Lactation Period: The incentive can only be claimed when the cow is in its first, second, or third lactation period (baint).
Application Timeline: The application must be officially submitted within 45 days of the cow giving birth (calving).
To ensure a smooth verification process by the veterinary committee, you must maintain a perfect documentation file. Keep these ready:
Applicant KYC: Aadhaar Card, PAN Card, and passport-sized photographs.
Bank Account Details: Active bank passbook linked with Aadhaar for Direct Benefit Transfer (DBT).
UP Residency Proof: Valid Domicile Certificate (Niwas Praman Patra).
Cow Specific Details: Veterinary health certificate and a tag number (if applicable) verifying the specific indigenous breed.
Calving Proof: Documentation or veterinary slip confirming the date the cow gave birth (to prove it is within the 45-day window).
Notarized Affidavit: A legally binding affidavit stating that the cow will not be slaughtered during its lifetime and that the incentive has not been received previously for this specific cow.
The Chief Veterinary Officer (CVO) and local verification committees strictly filter applications to prevent fraud. Common rejection reasons include:
Missing the 45-Day Deadline: This is the most common reason for rejection. If you file the application on the 46th day after the cow calves, your file will be permanently blocked.
Failing the Yield Test: The committee conducts a rigorous on-site inspection, measuring milk production over four milkings (morning and evening) for two consecutive days. If the cow does not meet the minimum weight threshold (e.g., falls short of 8 kg for a Gir cow), the incentive is denied.
Incorrect Breed Identification: Applying for a cow that is actually a crossbreed, rather than a purebred indigenous cow.
Incomplete Affidavits: Failing to provide the mandatory notarized affidavit regarding the cow’s lifetime protection.
Applying for a 4th Lactation: The scheme only covers the 1st, 2nd, or 3rd lactation cycle. Older cows do not qualify.
At Your Legal Chamber, we eliminate the red tape so you can focus on the health and nutrition of your cattle. Here is our 4-step process:
Step 1: Eligibility & Timeline Audit: We instantly check your cow’s breed, lactation cycle, and calving date to ensure you are well within the strict 45-day application window.

Q: Do I need to take a bank loan to get this incentive?
A: No. This is an absolute, debt-free cash incentive. You do not need to take out a loan, and you do not need to provide any collateral. It is a pure reward for good animal husbandry practices.
Q: Can I apply if I have 5 indigenous cows?
A: You can own as many cows as you like, but the government limits the incentive payout to a maximum of 2 cows per cattle farmer.
Q: Who conducts the milk verification test?
A: A government-appointed committee comprising the Senior Milk Inspector, Livestock Extension Officer, and other designated veterinary officials will visit your farm to conduct an on-site inspection over two consecutive days.
Q: How long does it take for the money to arrive?
A: Once the verification committee approves your milk yield and the application is officially sanctioned, the incentive is generally disbursed via DBT within one month.
Q: What happens if my Sahiwal cow only produces 7 kg of milk a day?
A: Under the scheme’s rules, a Sahiwal cow must produce a minimum of 8 kg per day to qualify for the base ₹10,000 incentive. If it produces 7 kg, it will unfortunately not qualify for the reward.
Q: Can a dairy cooperative or company apply for this?
A: No. The scheme is exclusively designed to benefit individual, grassroots cattle farmers. Registered groups, firms, NGOs, or corporate organizations are strictly ineligible.
