BIS Hallmark Registration is an official certification scheme administered by the Bureau of Indian Standards (BIS), under the Ministry of Consumer Affairs, Food & Public Distribution.
Hallmarking is the accurate determination and official recording of the proportionate content of precious metal (gold and silver) in jewelry or artifacts. The registration grants jewelers the legal authority to sell hallmarked jewelry and access the government’s mandatory HUID (Hallmark Unique Identification) system. By obtaining this registration, a jeweler guarantees to the consumer that the precious metal being sold adheres strictly to national purity and fineness standards, thereby preventing adulteration and fraud.
The Government of India has made hallmarking strictly mandatory. You must obtain a BIS Hallmark Registration if you fall into any of these categories:
Retail Jewelers: Any showroom, retail shop, or boutique selling gold and silver jewelry directly to consumers.
Wholesale Jewelers: Distributors and wholesalers supplying precious metal jewelry to retailers.
Online/E-Commerce Jewelers: Brands selling gold and silver artifacts through websites, Instagram, or e-commerce marketplaces.
Manufacturers: Artisans and factories manufacturing jewelry that will be sold under their own brand name.
Note: Jewelers with an annual turnover of less than ₹40 Lakhs are currently exempted from mandatory hallmarking, but obtaining voluntary registration is highly recommended to build customer trust.
Under the BIS framework, hallmarking registration is classified into two distinct operational categories:
Registration of Jewellers: This is for the retailers, wholesalers, and manufacturers who intend to sell hallmarked jewelry. Once registered, they send their un-hallmarked items to a certified lab for marking.
Recognition of Assaying and Hallmarking Centers (AHCs): This is a highly complex, capital-intensive license for the actual testing laboratories. These are the third-party centers authorized by BIS to chemically test (assay) the jewelry and laser-engrave the official hallmark and 6-digit HUID code.
Lifetime Validity: In a major move to promote ease of doing business, the BIS has updated its regulations. The BIS Hallmark Registration for jewelers is now granted with lifetime validity.
No Annual Renewal: There is no longer a requirement for periodic renewal or paying recurring government renewal fees. Once registered, your certificate remains active perpetually, provided you adhere to BIS compliance standards.
Selling non-hallmarked gold jewelry (for non-exempted jewelers) triggers severe penal actions under Section 29 of the BIS Act, 2016:
Heavy Fines: A minimum penalty of ₹1 Lakh, which can extend up to 5 times the value of the un-hallmarked article sold.
Imprisonment: In severe cases of fraud or repeated non-compliance, the owner can face imprisonment for up to 1 year.
Search and Seizure: BIS authorities and local police have the power to conduct sudden raids, seize un-hallmarked inventory, and seal the retail premises.
Loss of License: The BIS can permanently cancel your registration, barring you from trading in precious metals.

Identity Proof of the Signatory: Aadhaar Card and PAN Card of the proprietor, partner, or managing director.
Premises Proof:
Latest electricity bill, property tax receipt, or water bill.
Registered Rent Agreement and a No Objection Certificate (NOC) if the shop/office is rented.
Business Registration Proof: GST Registration Certificate, Trade License, MSME (Udyam) Certificate, or Certificate of Incorporation.
Map/Layout: A simple layout map indicating the location of the retail premises.
Turnover Declaration: A CA-certified turnover certificate or self-declaration (if required for specific fee/exemption categories).

Q. What is the HUID code?
A. HUID stands for Hallmark Unique Identification. It is a 6-digit alphanumeric code laser-engraved on every piece of jewelry along with the BIS logo and purity grade. It allows consumers to verify the exact purity, the assayer, and the jeweler via the BIS Care App.
Q. Do I need separate registrations for multiple retail outlets?
A. If you have multiple outlets under the same company name and PAN, you can obtain a “Corporate Registration” covering all branches. However, each individual outlet’s address must be explicitly registered and listed on the certificate.
Q. Which purity grades of gold are permitted for hallmarking?
A. Currently, the BIS permits hallmarking for six specific purity categories of gold jewelry: 14K, 18K, 20K, 22K, 23K, and 24K.
Q. Are there any items exempted from hallmarking?
A. Yes. Gold bullion (bars/coins), medical/dental gold, raw gold used for manufacturing, any piece of jewelry weighing less than 2 grams, and export-bound jewelry are exempted from mandatory hallmarking.
Q. Can I sell old, un-hallmarked jewelry exchanged by a customer?
A. No. If a customer exchanges old, un-hallmarked jewelry, you cannot resell it in its current form. You must either melt it down to make new jewelry or send that specific old piece to an Assaying Center to get it hallmarked and HUID-tagged before reselling.
Q. Is there a government fee for Jeweler Registration?
