Seller profiles on the GeM portal are strictly classified into two distinct operational categories:
OEM (Original Equipment Manufacturer): For businesses that manufacture their own products. OEMs must undergo a rigorous Vendor Assessment (VA) conducted by the Quality Council of India (QCI) to prove their manufacturing capacity before they can upload product catalogues.
Reseller / Trader: For businesses selling goods manufactured by someone else. Resellers do not need a Vendor Assessment but must obtain formal Brand Authorization Codes from the GeM-registered OEMs to list those specific products.
Lifetime Registration Validity: Once your seller profile is approved, the base GeM Registration comes with perpetual validity and does not require annual renewal.
Vendor Assessment Validity (For OEMs): The Vendor Assessment clearance for OEMs is generally valid for 3 years and must be actively renewed to maintain OEM status.
Caution Money Maintenance: To keep the account active, sellers must maintain a one-time, refundable Caution Money Deposit threshold (varying from ₹5,000 to ₹25,000 based on turnover). If penalties are deducted from this wallet due to default, the seller must top it up to avoid account suspension.
The GeM administration strictly monitors seller behavior. Policy violations trigger harsh consequences under their Incident Management Policy:
Tender Disqualification: Without an active and verified GeM profile, you are instantly barred from participating in any government procurement bids.
Account Suspension (Red Flag): Failing to deliver goods on time, supplying sub-standard products, or ignoring buyer communications leads to incidents being raised. Accumulating incidents will result in temporary suspension (15 to 90 days).
Permanent Banning: Uploading counterfeit products, submitting forged authorization letters, or engaging in corrupt practices will lead to permanent blacklisting from the portal.
Loss of Caution Money: Penalties for non-fulfillment of accepted purchase orders are directly deducted from your caution money deposit.

OEM Registration & Vendor Assessment: Profile creation is fast, but the mandatory Vendor Assessment (Desktop and Video Assessment by QCI) typically takes 15 to 30 working days depending on documentation readiness.
Catalogue Uploading: Usually approved by GeM administrators within 48 to 72 hours per product listing.

Q. Do I have to pay a commission to GeM for the orders I receive?
A. GeM does not charge any commission on orders valued below ₹5 Lakhs. For orders exceeding ₹5 Lakhs, GeM charges a marginal transaction fee (usually 0.5% of the contract value).
Q. What happens if a buyer rejects my product?
A. If a government buyer finds the product sub-standard or late, they can raise an “Incident.” You will have a limited window to respond and rectify the issue. Ignoring it will lead to account suspension and financial penalties.
