Spice Board Registration is a mandatory certification required by the Government of India for anyone intending to export spices.
The official certificate, known as the Certificate of Registration as Exporter of Spices (CRES), is issued by the Spices Board of India, an autonomous body under the Ministry of Commerce and Industry. In the current foreign trade policy, the CRES acts directly as your Registration-Cum-Membership Certificate (RCMC) for spices. This certification confirms your business meets the statutory quality standards and legally authorizes you to export over 52 scheduled spices—from cardamom and turmeric to advanced oleoresins and spice oils—to any international market.
Spice Board Registration is strictly mandatory if your business is involved in cross-border trade of scheduled spices. It applies to:
Merchant Exporters: Traders and trading companies who buy packaged or raw spices from the local market and export them to foreign buyers.
Manufacturer Exporters: Factories and processing units that grind, blend, process, or package spices and export their own manufactured products.
E-Commerce Exporters: Brands selling Indian spices directly to international consumers via platforms like Amazon Global Selling or Shopify.
Value-Added Spice Exporters: Businesses exporting spice extracts, spice oils, mint distillation products, and oleoresins.
(Note: Without CRES, customs authorities will instantly block your shipments at the port.)
When applying for CRES on the official portal, you must classify your business into one of two distinct categories, which determines your government fee and documentation:
Merchant Exporter: You do not own a processing unit. You simply trade in spices.
Manufacturer Exporter: You own a spice processing or manufacturing facility. This category requires additional documentation, such as a Factory License or Consent to Operate from the State Pollution Control Board (SPCB).
Validity Period: The CRES is typically issued for a block period of 3 Years.
Renewal Requirement: The certificate must be actively renewed at the end of the block period. To avoid disruptions in your export activities, the renewal application should be submitted at least two months prior to the expiry date.
Lapse Penalty: If you fail to renew before the deadline (usually August 31st of the expiry year), your license lapses, and you must apply for a completely fresh registration, delaying your shipments.
Attempting to export spices without an active CRES will instantly paralyze your international trade operations:
Customs Seizure: The ICEGATE (Customs) system is digitally linked to the Spices Board. Without a valid CRES, you cannot generate a Shipping Bill, and your cargo will be blocked at the port.
Loss of Subsidies: You forfeit all rights to claim lucrative government export incentives, including the SPICED scheme, Duty Drawbacks, and MAI (Market Access Initiative) funds.
Canceled Buyer Contracts: International buyers require strict compliance. Failing to provide CRES documentation will result in rejected Letters of Credit (LC) and canceled overseas contracts.
Market Disqualification: Unregistered exporters cannot participate in global buyer-seller meets or international trade fairs organized by the Ministry of Commerce.
The Spices Board conducts a thorough review of your business credentials. To ensure a rejection-free application, please prepare the following:
For All Exporters:
Import Export Code (IEC): A valid IEC Certificate from the DGFT.
GST Registration Certificate.
Bank Certificate: A confidential bank report as per the prescribed format (Annexure II) issued by your operating bank.
FSSAI License: Central or State Food License.
Business Proof: Certificate of Incorporation (Pvt Ltd/LLP) or Partnership Deed.
Identity Proof: PAN Card, Aadhaar Card, and passport-sized photo of the authorized signatory.
Additional for Manufacturer Exporters:
Valid Consent to Operate (CTO) issued by the Pollution Control Board (PCB).
Proof of Ownership/Lease for the processing unit.
MSME / Udyam Registration (highly recommended).
The Spices Board registration process is handled digitally, primarily through the DGFT’s common digital platform for RCMC.
Application Drafting & Document Prep: 2 to 3 Working Days.
Board Verification: Once submitted with the requisite government fees (varying between Merchant and Manufacturer categories), the Board typically takes 7 to 15 working days to scrutinize the documents.
Certificate Issuance: Upon successful verification, your CRES is issued digitally.

Q. Do I need a separate RCMC from FIEO if I have the Spice Board Registration?
A. No. The Certificate of Registration as Exporter of Spices (CRES) issued by the Spices Board is officially treated as your RCMC for all foreign trade policy purposes regarding spices.
Q. Is an FSSAI License mandatory for Spice Board registration?
A. Yes. Since spices are consumable food products, holding a valid FSSAI (Food Safety and Standards Authority of India) License is a strict prerequisite for applying for the CRES.
Q. Can a sole proprietorship apply for Spice Board Registration?
A. Yes, absolutely. Legal Indian entities including Proprietorships, Partnership Firms, LLPs, and Private Limited Companies are all eligible to apply, provided they hold a valid IEC and GST.
Q. What is the Bank Report (Annexure II)?
A. It is a mandatory confidential report issued directly by your bank in a specific format provided by the Spices Board. It verifies your financial soundness and confirms you hold an active current account capable of handling foreign exchange.
Q. Can I export spices online via Amazon without CRES?
A. No. Even if you are an e-commerce seller shipping small commercial quantities internationally via Amazon Global Selling, CRES is legally required to clear Indian customs as an exporter.
Q. What happens if I do not export any spices during the 3-year block period?
A. If you hold a CRES but fail to effect any exports during the validity period, you may not be eligible for a simple renewal. The Board may treat your subsequent application as a completely fresh registration.
